This is neither new nor, really, a bug in Fedora. The layout in question
comes from upstream xkb:

/usr/share/X11/xkb/symbols/us

// Serbian charecters added as third level symbols to US keyboard
layout.

partial alphanumeric_keys
xkb_symbols "hbs" {

  name[Group1]= "Serbo-Croatian (US)";

  include "us"

You can see that this is present in current upstream master here:

http://cgit.freedesktop.org/xkeyboard-config/tree/symbols/us

It was present in F17, and offered in the GNOME keyboard configurator,
and no-one appears to have started any wars over it. It's almost
certainly present in other distributions too.

The real bug is that anaconda is somehow not picking up the actual
'Croatian' layout (GNOME finds it fine), which is weird, but really just
a bug.
