It's started as a reaction to AdvManagedFlag or AdvOtherConfigFlag in router advertisements, as mandated by the RFCs.

Out of scope. No information about that. This would probably need a proper bug report.

IPv6 connection sharing is currently not supported in NetworkManager in any way.
