Yes audit2allow is now in policycoreutils-devel for F18/F19 in order to shrink
Minimal install.  audit2allow requires selinux-policy-devel, which is fairly
large.   setroubleshoot should require policycoreutils-devel, so most desktop
installs will get audit2allow by default, but server installs will not get it.
