Yes, it helps, but the notification does not contain any additional information about state of the issue, e.g. what is the reason for the breakage and what were the steps already take to resolve the issue.

Right, sending mail from a script requires no credentials. Filing bugs
requires credentials embedded/pulled by the script. While we could do
so, we haven't done that work yet.

(Also, having duplicate/continued warning in e-mails for long-standing
issues is lower overhead than if duplicate bugs start getting filed.)

Filling new issues every day for the same issue would not scale, we can agree on that ;)
