That's simply not true: https://www.gnu.org/prep/standards/html_node/Directory-Variables.html GNU suggests sharedstatedir=$(prefix)/com, localstatedir=$(prefix)/var, sysconfdir=$(prefix)/etc, ... I have never even seen a "com" directory on my RPM-based Fedora...
