Because libexec doesn't exist on most other distributions, and systemd
aims to offer consistent interfaces across distributions.

Shouldn't binaries which are part of the external interface reside in /usr/sbin?

If the paths are not part of the interface, cross-distribution consistency shouldn't matter (as seen with git, for example).
