In Fedora 18, the dependency is correct. libguestfs (because of the new SVirt feature) really does require selinux-policy >= 0:3.11.1-63 because that is the first package that has the revised policy. The selinux-policy appears to not be built in F19 at all, but relies on inheritance from F18 (I'm assuming?). In any case, the same requires line in libguestfs in Rawhide is correct. Whether or not the selinux-policy package can be found in Rawhide is another matter.
