In general, features _have_ been approved by default, so in practice, this
isn't a major change. It particularly makes sense for leaf features.
I missed to point out that another advantage of this proposal is that
you don't need to specify what is leaf/self contained feature ;)
Although everybody understands what the leaf feature is, it is not
always so clear in reality.

Having a devel-announce message for each feature seems good, ideally with
some standard subject tag for filtering.
