A naive count[1] makes that 421 packages, which is a huge number.
OTOH this feature is exactly one of the cases we had in mind for the
"self-contained feature" case, where a language SIG that owns all
affected packages can use the lightweight process.

We do need to specify in more detail the feature template sections
that would be not required in the lightweight process, though.
