heads up: libotr3 landing in fedora

Hi,

I've built libotr3 as a compat package in rawhide and f18/f17 to prepare
for the API change between libotr-3 and libotr-4.

Applications using libotr that have not been ported to the new libotr-4
should change their Requires: libotr to Requires: libotr3, so they won't
break when libotr, now at 3.2.1 will be upgraded to 4.0.0.

If you want me to handle this for your package that uses otr, you can
add me (pwouters) as co-maintainer. I will contact the people who have
packages that depend on libotr that won't have made the changes in the
next week or so.
