Introducing new package is complication anyway, so what is the point?
The problem is that upgrading from 2.6 to 2.7 (and therefore to 3) will
almost certainly break things depending on how the update is done, for
example resulting in clients that don't work against the server, so you
don't want to break lots of puppet installations out there by
automatically updating the puppet to version 3 which is what would happen
if you changed the version in the puppet package. With a puppet3 package
people can choose when they upgrade and do it in a controlled manner.
