Again: proposed definition is modules that get a functional system running
in some agreed-on list of virt and cloud providers. We decide on that at the
meta level, and then, while the work to initially sort out what modules are
required isn't to be underestimated, at least it isn't an argument over the
individual "core-ness" of each module over and over again. No guessing, no
no continual stream of requests.
