nah , try to boot /dev/sr0 when you are booting on /dev/sdb 

but you do dd from what netinstall, dvd ? 

anyway to install from USB I use : 
yum install livecd-tools
mkfs.vfat /dev/sdb1 
/usr/bin/livecd-iso-to-disk boot.iso /dev/sdb1
