There are 15+ years of legacy implementations of the old configuration
format and tools expectations. It has been wired into existing
documentation, and multiple tools in the existing OS. This says nothing
of administrator's kickstart scripts, deployment tools, and existing
brains, all of which are highly resistant to change that merely impacts them
in the form of swapping config format A for config format B. (Seriously,
as Miloslav said - the configuration format is the least interesting
part of any change here.)

I'm not saying you *can't* do it, but it's also not something to do lightly.
