Have you fried building on F17? It generally isn't a good idea to expect
building from a different release to work. Sometimes it does, but really
you should be using F17 to build F17 spins.

I've seen instructions that you can use mock to do this kind of thing. https://fedoraproject.org/wiki/How_to_create_a_Fedora_install_ISO_for_testing

I've used it with good success.
