so now how exactly can spin maintainers implement
7 (Optionally) Ask the various spin maintainers to include their own preset 
files in case they want to override gdm...
as default DM, from step 6:
/usr/lib/systemd/system-preset/99-default.preset for gdm?

implementatation details would be appreciated.
