Two different problems here.

The ICAClient window (although explicitly set by user) is being resized
only in mutter, caused by this silly commit:

http://git.gnome.org/browse/mutter/commit/?id=f2f500836ef217bfbd7bbf5ad54c9248cbdb7925

Metacity does the right thing and obeys the window size, as set by the
application explicitly.
