For those of us who have let our command-line skills wane slightly, what is
the command for preupgrade, if this is how it is accomplished?

# yum install preupgrade
$ preupgrade

However, one pre-upgrade bug that may prevent you installing and is
not on the blockers list:

"Preupgrade fails to build proper squashfs.img URL on boot with small
boot partitions"
Not apparent till you've downloaded all packages and rebooted into the
installer.
Yes, I also seen it yesterday in update process.
Also it does not try other mirrors if current not in sync (and ignore fastestmirror yum plugin option) and what I think more critical it crashes in i18n environment:
