I think there is quiet a group of experienced packagers, who do not consider themselves provenpackers, but who would like to help out and sponsor people. I know I'm one of those. Especially with fedora-review as a base for the mundane work, it should be a relatively easy (and fun!) task to bring on more people. Using a co-maintainer status between packager and sponsor seems a good idea to me. It would help in cases where new packagers vanish.
