Both are currently enabled by > default in F17. There is a reasonable expectation that when using a Fedora Beta you may end up in a situation that requires manual effort to get out of. I agree with Simo that no epoch bump is needed here. I do maintain that we should stop leaving updates-testing enabled once we hit Beta. (Alpha is fine). This would also help with getting testing for the bits that will ultimately be the final release.
