Questions like these are probably best asked by filing a bug against the component in question.

Interestingly enough, while there was no comment in the bug Garrick filed: https://bugzilla.redhat.com/show_bug.cgi?id=189441 (which I wouldn't quite describe as giving the finger) it appears to have been after that that --with-tm was added. I can't figure out when it was removed or why. Nor can I find any other relevant bugs.

I made a scratch build here: http://koji.fedoraproject.org/koji/taskinfo?taskID=3986836 so it seems like it could be re-added. It's just a matter of adding a BR on torque-devel.

But again, file a bug, that's what it's there for.
