Unless you redesign the entire way we store, distribute, and process dependency metadata first, doing anything of this sort is just pushing a world of pain onto everyone. An enterprising soul could calculate how many library:symbol:version entries a typical package would have, and how many of the same a typical library would need to provide. I am not that soul. This was rejected for the small case of the kernel's modversioned symbols, and that's only one self-contained package.
