That's not the sentence (if you're going to quote something, make sure
you quote the whole thing); you left out the rest: "but must not modify
or delete software installed by the local system administrator without
the assent of the local system administrator."

Since package management tools don't have any good way to obtain the
assent of the system adminitrator before overwriting files in /opt,
distributions steer clear of /opt.
