I'm sure someone will correct me if I mis-speak, but I don't think
your bug is currently valid. There's currently no requirement that you
convert to systemd, although I would highly recommend it. There was
some talk about forcing conversion at some point.

Two answer your question in parts:

1. The requirement for packaging a sysv init script separately is if
your also packaging a systemd unit file. If you ONLY ship a sysv init
script then your fine.
2. You can only convert to systemd between releases, so if you're
going to do it for F17 then now would be a good time to change it in
rawhide.
