fedora-review 0.1.2 bugfix release

We have just created updates[1,2,3] to fedora-review that should help with
several bugs you could have encountered and adds one small feature.

New features:
    - Addition of fedora-create-review to create package reviews in Bugzilla

Bugfixes:
    - fix crash when no javadoc package is present in java package
    - fix errors in non-EN locales
    - fix occasional crash when using --nobuild
    - fix handling of numeric bugzilla comments (seriously?)
    - temporary workaround for bug with packages without proper Source
      URLS
    - fix ldconfig test
    - fix buildroot removal regexes
    - few small typos/wording corrections

We also have a few improvements in the pipeline such as:
    - better bugzilla login handling
    - ability to list all defined checks, turn them on and off individually
    - improvements/additions to JSON api to simplify plugins
    - removal/improvements of some needless checks that just duplicate work

There are still few open bugs that can bite you, such as:
    - handling of incorrect URLs in the review bugs
    - overwriting of spec file in current directory
