This would forbid desktop environment to pick up more appropriate format
(e.g. SVG) and made other icon variants useless just vasting a space.

If there is an environment having problems to walk
/usr/share/{icons,pixmaps} correctly, then the enviroment should be
fixed and not to penalize other environments.
