You get this error because ruby_sitelib and ruby_sitearch aren't defined.
https://fedoraproject.org/wiki/Packaging:Ruby tells you how to define them.
Presumably both will begin with a slash when correctly defined. Otherwise
you'll have to insert one before the macro references.
