Is this a good time to reconsider the ZTS stuff?  Should we continue
shipping a standalone -zts SAPI build, but no modules?  Or start
building modules?  Or drop it?  I kind of regret doing this half-assed
to begin with!  Any&  all opinions welcome.

Providing ZTS extension requires some stuff :

- build the ZTS extensions (php package)
- provides ZTS devel stuff (php-devel package)
- also build ZTS extension for php-pecl-* packages

I have already done all this (in my testing repo), so near eveything is ready, as far as we accept this feature for f17

Of course, this also requires QA ;)
