I know the post I'm replying to is off-topic, but just to clarify the part 
which may be relevant for Fedora packages:

Not true. There's no such policy, in fact rather the opposite. That has also 
been discussed in another thread.

And that again isn't a policy violation at all, unless they grew that 
systemd unit in an update (the policy is that packages shipped with SysV 
initscripts only should stick with those for the life time of the release, 
but shipping with systemd units at Fedora 15 release time was very much 
encouraged, and not a policy violation at all).

FWIW, I'm very happy with the packages RPM Fusion (at least the Free 
section, the only one I use) is shipping.
