The problem was a short logjam on releng side: there wasn't an updates-testing compose for a few days, so some updates were submitted for updates-testing but had to wait a few days before they showed up in the repo. The QA processes on updates were not at all relevant to this, because there's no QA requirement for a package submitted to updates-testing to actually show up in updates-testing.
