The createrepo command works only on Fedora Core 2?

I tried it on Fedora Core 1 and Red Hat 9 but I got an error like this one:

Can I do something to fix this problem?

Unfortunately my repository are on Fedora Core 1 or RH9 machines! :-(

no, not into createrepo. That would be bad. putting into yum would be
better.
