The heuristic isn't the problem. The problem is that we have no technology that allows us to handle the complicated case of multiple displays, and solving it purely for the simple case makes the complicated case *worse*. Adding additional complexity for what would be, at best, a different set of problems doesn't seem like a worthwhile way to spend time.
