The new dispensation is that you have to do "postgresql-setup initdb" or "postgresql-setup upgrade". This is documented in /usr/share/doc/postgresql-*/README.rpm-dist and in the F16 release notes at https://fedoraproject.org/wiki/Docs/Beats/DatabaseServers I'm willing to document it somewhere else if you have a better idea.
