I think the builds needed are all in koji now.

I have the following in my local repo:
control-center-3.1.5-2.fc16.x86_64.rpm
control-center-filesystem-3.1.5-2.fc16.x86_64.rpm
gnome-menus-3.1.5-2.fc16.x86_64.rpm
gnome-menus-devel-3.1.5-2.fc16.x86_64.rpm
gnome-shell-3.1.4-2.gite7b9933.fc16.x86_64.rpm
kernel-3.1.0-0.rc2.git0.1.fc16.x86_64.rpm
kernel-3.1.0-0.rc2.git5.2.fc16.x86_64.rpm
kernel-devel-3.1.0-0.rc2.git0.1.fc16.x86_64.rpm
kernel-devel-3.1.0-0.rc2.git5.2.fc16.x86_64.rpm
kernel-headers-3.1.0-0.rc2.git0.1.fc16.x86_64.rpm
kernel-headers-3.1.0-0.rc2.git5.2.fc16.x86_64.rpm
kernel-tools-3.1.0-0.rc2.git5.2.fc16.x86_64.rpm
kernel-tools-devel-3.1.0-0.rc2.git5.2.fc16.x86_64.rpm
perf-3.1.0-0.rc2.git0.1.fc16.x86_64.rpm
systemd-33-2.fc16.x86_64.rpm
systemd-devel-33-2.fc16.x86_64.rpm
systemd-gtk-33-2.fc16.x86_64.rpm
systemd-sysv-33-2.fc16.x86_64.rpm
systemd-units-33-2.fc16.x86_64.rpm
thunderbird-lightning-1.0-0.48.b5.fc16.x86_64.rpm

I don't think the kernel update is required. Systemd may or may not be.
thunderbird-lightning is broken, without the update, for thunderbird 6,
but this won't block updating other stuff.
