coverage of -z relro

I've looked at some recently built ELF binaries in Rawhide (both programs and 
shared libraries). Some of them contain a GNU_RELRO header, some don't. As 
I've understood it the plan is that everything should be linked with -z relro, 
but apparently there are a considerable number of packages that either don't 
support LDFLAGS or don't use %configure.

Are there any plans to check that all executables have GNU_RELRO headers?
