artificial limit, 1024 processes by user

hi,

default is 24010, but it was reduced to 1024 by
user(included root) in: /etc/security/limits.d/90-nproc.conf
to prevent accidental fork bombs(see rhbz #432903).

Is it still worth it? The kernel brings oom_kill.
