Well, F13 does tend to get pretty backed up; few people are running it any more. I boot a virt instance of it and do a fedora-easy-karma run every so often, but that's only every month or so, and I can't upkarma *every* update because some I don't have an appropriate setup to test (though this one I would do next time I get to doing an F13 run).
