Not only is stuff installed that way not built according to Fedora guidelines, which leads to issues like the ones Pete Zaitcev pointed out, but it is also hard to uninstall without leaving residual files, which also implies that upgrades sometimes leave old versions of the files sitting around. Sometimes you have no other choice, e.g. for SAGE (http://sagemath.org) which is still not packaged anywhere (because it's a royal PITA to package), but generally, installing software from tarballs is a bad idea.
