CUPS currently starts by default.  The reason is that, even when
printing over the network as a client, this service is required to be
running (it spools the job, handles status feedback etc).

In the default configuration (i.e. client only, no local print queues
defined) it only listens to UDP port 631, which is used by CUPS
Browsing.
