Bundling binary allowed for bootstrapping?

Hi everyone,

We will need to package sonatype-tycho[1] sooner or later for building
eclipse. I started looking into it a little bit and it seems things
would be much, much more simple if I was able to bundle current binary
release of tycho (or probably just some part of it) temporarily to build
"our" tycho binary.

I have a faint memory of something like this being allowed, but I can't
find the guideline about it so maybe I remember wrong. Current bundling
guidelines[2] doesn't mention bootstrapping at all. Any input on this?
