Well, the guidelines say: http://fedoraproject.org/wiki/Packaging:Guidelines#Scriplets_are_only_allowed_to_write_in_certain_directories Of course, that governs writing, and rpmlint can't really tell if something intends to read or write, so it warns when it sees mention of buildroot in potentially problematic places.
