Last time I checked our bugzilla only had 2 options RHEL and Fedora so a 
soon as you remove "Fedora" ( or RHEL for that matter ) you need to 
setup your own bugzilla instance and start dealing with the bits you 
ship and contribute resource to the world like the rest and to be honest 
I think we should implement some kind of check if possible to verify 
that the reporter is actually using either of those two products since 
I'm pretty sure our bugzilla and our limited resource ( code fixing 
testing triaging etc, ) are being more abused then people realize. ( I'm 
amazed that Red Hat has not dealt with this problem already since this 
affects their employs directly one way or another..  )

You can just imagine the time and resources spent in vain if maintainer, 
triager and testers have used hunting down a bug, trying to duplicated 
with the bits we ship only to find out later that the individual is 
running Fedora derivative or even another distro with mix of bits and 
tweaks we have no idea about...

I for one am not willing to waste my time chasing down Fedora derivative 
or other distro's bugs (#588930)

But In the end it's not up to us to decide so this is something that the 
board needs to discuss and or the maintainers between themselves how 
they feel about this.
