Providing static libraries for user needs like yours is acceptable in Fedora and some packages ship static libraries, especially when the maintainer faces the issue himself (heterogenous build/run environments, reproducible builds, lasting functional binaries). However, the majority of Fedora developpers are opposed to providing static libraries, even when users ask for them, and the guidelines themselves strongly discourage shipping static libraries.
