non-responsive maintainer: thomasvs (2nd attempt)

Dear all,

I unfortunately have to start the non-responsive process for thomasvs
again [1]. The bug to update twisted to the latest upstream version has
been opened for several months now [2], and I have also prepared the
updates myself on a fedorapeople repo [3].In the bug report, all
responses were positive - I assume other maintainers don't care. Even
debian has a newer version right now [4].
It seems that Thomas' last bugzilla activity was on 24th May, and he was
not responding to my later emails either. My application for
comaintainership is left untouched as well.
I'm not sure if this qualifies for the fast track procedure, but the
long lack of response might favour that.
Thomas, if you can read this, please accept my twisted
co-maintainership, and I'll be happy to reduce your burden.
