And you are entirely correct, the language is not in wide use at the
moment, but I hope that will change.

I'll work on the QA and submission requirements.

It depends which part of the Fedora project.

Fedora Extras (http://fedora.us/) has a Submission & QA policy from the
home page.

To be included in Fedora Core, the language would need to be in wide use,
which probably isn't the case just yet.
