This is odd. systemctl and systemctl status dnsmasq.service both show dnsmasq as active 
(running), but it is not cacheing. Could it be that it's not reading /etc/dnsmasq.conf? 
No, I don't think so (Privoxy does appear to be reading it's customized user.action 
file).
