OpenSSH PAM interaction can be pretty tricky if you do anything other than /etc/passwd. Fedora has (and people use) pam, ldap, kerberor, selinux etc., so it needs quite a bit of testing, and looking at the number of patches, probably quite a bit of work as well. OpenSSL is probably binary incompatible yet again, it's one of those packages you don't want to upgrade unless there are some new features you really need.
