fedpkg local redefines %fedora macro

Hello,

while working on `nas' package I found `fedpkg local' redefines
`fedora' macro to value `1'. Dist-cvs `make local' does not do that.
Original source for %fedora is /etc/rpm/macros.dist. See the strace:
