When that many packages are changed, it almost always indicates a mass- rebuild of some sort. The changelogs of individual packages usually won't tell you much beyond Eliot stuffing a "rebuild" comment into each one. I'm not sure what this rebuild was for but some valid reasons are things like compiler changes, SELinux updates, changes to other core tools that need to be verified against each package.
