If you mean say tcl83 and tk83 packages providing libtcl and libtk based on 8.3, then yes it is possible of course: though there are no plans for that currently. If there really were enough demand then it would probably happen, though you would be the first person I have heard requesting that. IMHO it would be a good project for Fedora Extras.
